Approving grant funds of $50,000 through the Ward 6 Neighborhood STAR Year-Round Program for acquisition of 845-851 Payne Avenue.
Body
WHEREAS, on September 18, 2013 the Neighborhood STAR Board reviewed a Ward 6 Neighborhood STAR Year-Round Program request from the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota ("HRA") to utilize $50,000 of grant funds for the acquisition of 845-851 Payne Avenue, Saint Paul, Minnesota ("Project"); and
WHEREAS, the Neighborhood STAR Board rated this Project a 4.1 on a scale from 1 (low) to 5 (high); and
WHEREAS, a waiver of the STAR Guidelines requiring the City partner with a neighborhood group, limit the amount of STAR dollars used for acquisition to 20 percent, and leverage STAR funds with non-city resources on a dollar for dollar basis is recommended ("Waiver"); and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these direct Project costs by providing up to $50,000 in grant financing through the Ward 6 Neighborhood STAR Year-Round Program;
Now, therefore be it
RESOLVED, the Council of the City of Saint Paul hereby approves the funding request of the HRA in the amount of $50,000 for the Project and hereby agrees to the Waiver of the STAR Guidelines; and
FURTHER RESOLVED, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the City's Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
