Title
Approving and accepting Livable Communities grants from the Metropolitan Council and amending the 2014 Budget.
 
Body
WHEREAS, the City Council on July 17, 2013, by Resolution number RES 13-1019 authorized the Director of the Department of Planning and Economic Development to apply to the Metropolitan Council for grants LCDA-TOD, LCDA for the Central Exchange and Brownstone sites; and
WHEREAS, the Metropolitan Council approved Livable Communities Accounts grants from Livable Communities Demonstration Account of $160,000.00 for the Brownstone development,  Livable Communities Development Account of $77,000.00 for Central Exchange project, and
Local Housing Incentive Account for Hamline Station Family Housing for $200,000.00, in the aggregate of $437,000.00 (collectively the "Grants"); and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that $437,000.00 in funds are available for appropriation in excess of those estimated in the 2014 budget and recommends the changes to the 2014 budget identified on Attachment A; and
 
WHEREAS, after a public hearing the City Council determines there is a public purpose to accept the Grants and use them for their intended purposes.
NOW THEREFORE, BE IT RESOLVED, by the City Council of Saint Paul that:
1.      The City Council hereby approves and accepts the Grants and the City budget is hereby amended and approved as detailed in Attachment A.
 
The City staff and legal counsel are directed and authorized to take all actions necessary to implement this Resolution and PED's Director is authorized to execute any documents and instruments in connection therewith.
