Title   
Approving the Joint Powers Agreement between the City of St. Paul (Forestry) and Minnesota Department of Agriculture to allow partnering on emerald ash borer (EAB) detection branch sampling work, and reimbursement to the City of up to $5,000 for related work performed removing and properly disposing of suspected EAB infected trees.
 
Body
WHEREAS, Minnesota Statute ยง471.59 authorizes governmental entities to jointly exercise governmental powers and functions; and
WHEREAS, the State of Minnesota, through its Department of Agriculture, wishes to engage the assistance of the City of Saint Paul, through its Department of Parks and Recreation's Forestry Unit to remove and properly dispose of suspected emerald ash borer (EAB) infested ash trees and portions of trees in the City of St. Paul directly contributing toa study on detection methods for EAB; and
 
WHEREAS, such an agreement will allow the City to proceed with the sampling, disposal and other related work under this agreement and be reimbursed up to $5,000 for all such work; and
 
WHEREAS, such intergovernmental agreements must be first authorized by the governing bodies of the participating entities; now therefore, be it
 
RESOLVED, that the Saint Paul City Council hereby authorizes the proper City authorities to enter into the attached Agreement with the State of Minnesota to allow removal of ash trees suspected to be infested with emerald ash borer, and other associated work.
