THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
 
Section 1
 
Section 225.01 of the Saint Paul Legislative Code is hereby amended to read as follows:
Sec. 225.01. Definitions.
The following terms shall have the following meanings:
Ammunition shall mean any projectile, bullet or other mass prepared for insertion in and propulsion from any firearm.
Arrow: shall mean a shaft of material such as metal, wood or plastic which is equipped with a pointed head of metal, plastic or other material and is capable of penetrating an object when propelled by a bow or crossbow.  
Assault weapon shall mean any weapon other than a firearm or military-type weapon having the personal assault characteristics of any sap, numchucks, blackjack, slungshot, slingshot, sand club, chain club, metal knuckles, shurikens or yawara stick.
Bow: shall mean a bowed shaft of material such as metal, wood or plastic, the ends of which are pulled into a bow formation by a string, cord, wire or any other type of material and used for the purpose of propelling an arrow by means of the force created in pulling the string against the tension of the bow.
Concealed manner shall mean having the object on the person in such a manner so that it is not completely visible to any other person. Having a knife in a sheath shall be considered as having the knife concealed, irrespective of position of the sheath on the person.
Crossbow: shall mean a bow fixed transversely on a stock having a trigger mechanism to release a bowstring and used for the purpose of propelling an arrow by means of the force created in pulling the string against the tension of the bow.

Section 2
 
Sec. 225.07  Use of Bows, Arrows and Crossbows
1: Except according to this section, it is unlawful to discharge or use any bow and arrow or crossbow within the boundaries of the City of Saint Paul.
2: Bows and arrows or crossbows may be used on school or City property in connection with an organized school or community education or recreation class, or on a bow and arrow range specifically authorized by law, or where their use is otherwise sanctioned by contract.
 
Sec. 225.078. Penalties.
Any person violating any provision of this chapter may be punished as provided by the Saint Paul Legislative Code section 1.05. In addition, any firearm, nonlethal firearm, assault weapon or knife in possession of such person and used or possessed in violation of statute or ordinance shall be confiscated and sold, destroyed or otherwise disposed of by the department of police in accordance with the Saint Paul Administrative Code, section 8.02(5). Conviction of any violation shall work an automatic revocation of all registrations, permits and licenses held hereunder by the violator.
 
Section 3
 
This ordinance shall take effect and be in force thirty days following its passage, approval and publication.
