Approving the use of grant funds through the Ward 4 Neighborhood STAR Year-Round Program for the Dubliner Pub improvements and the Marshall Avenue Green Streets Initiative.

WHEREAS, on January 8, 2014 the Neighborhood STAR Board reviewed a proposal for STAR grant financing through the Ward 4 Neighborhood STAR Year-Round Program to assist the Macalester High Winds Fund in partnership with the Department of Public Works with their Marshall Avenue Green Streets Initiative at the intersection of Marshall and Wilder; and

WHEREAS, on January 8, 2014 the Neighborhood STAR Board reviewed a proposal for STAR grant financing through the Ward 4 Neighborhood STAR Year-Round Program to assist with exterior improvement to the Dubliner Pub, 2162 University Avenue; and

WHEREAS, the Neighborhood STAR Board rated the Marshall Avenue Green Streets Initiative a 3.1 and the Dubliner Pub proposal a 4.8 on a scale from 1 (low) to 5 (high); and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of both activities by providing up to $40,000 in grant financing through the Ward 4 Neighborhood STAR Year-Round Program for the Marshall Avenue Green Streets Initiative and up to $5,500 in grant funds for the Dubliner Pub improvements; and

WHEREAS a waiver to the STAR Guideline requiring a for-profit entity receive at least half of their STAR award in the form of a payback loan is being recommended for the Dubliner Pub Exterior Improvement project; now, therefore be it

RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary documents to implement this Resolution, subject to approval by the City Attorney; and be it

FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
