Approving the use of grant funds through the Neighborhood Star Year-Round Program for the West Seventh Fort Road Federation.

WHEREAS, on August 14, 2013 the Neighborhood STAR Board reviewed a Ward 2 Neighborhood STAR Year-Round Program request from West Seventh Fort Road Federation to utilize grant funds for their project management and holding costs along with financial consulting, architectural plans and legal fees associated with the Rathskeller Project; and
WHEREAS, the Neighborhood STAR Board rated this project a 1.0 on a scale from 1 (low) to 5 (high); and
WHEREAS, because this activity is of substantial community significance, a waiver to the STAR Guideline requiring STAR funds be used for permanently affixed capital improvements is recommended; and
WHEREAS, a waiver of the STAR Guideline requiring funds be matched dollar for dollar is also recommended; and
WHEREAS, direct project costs associated with the Rathskeller Project began on January 1, 2012, and therefore expenditures occurring after this date shall hereby qualify for STAR funding; and
WHEREAS, it is the intent of Saint Paul City Council to participate in the financing of these direct project costs by providing up to $100,000 in grant financing through the Ward 2 Neighborhood STAR Year-Round Program; Now, Therefore be it
RESOLVED, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
