Purpose of Appeal
I appeal the removal of one of the double cylinder locks from my front door. The last time the building was successfully burglarized 10-15 years ago, the thief entered and destroyed my front door. The St. Paul PD recommended I install the second deadbolt lock, steel door edge plates and an anti-jimmy bar guard to the replacement front door and side light assembly. These measures have successfully prevented two attempted forced entries since then.
This has proven to be a cost effective way to secure my building.

WHEREAS, in the matter of Appeal of L Robert Ostlund, DDS to a Fire Inspection Correction Notice at 1043 PAYNE AVENUE, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
WHEREAS, the Legislative Hearing Officer recommends that the City Council grant a variance on the double cylinder locks for the current ownership, tenancy and use of the building and that people must be able to exit through one of the doors without having to use a key in case of emergency; Now, Therefore, Be It
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
