Authorizing the City of Saint Paul to enter into a General Fund Grant Agreement, Annual Appropriation Grant for the City of Saint Paul Sports Facilities Project.

WHEREAS, Minnesota Statutes, Section 16A.726(c) appropriates $2,700,000 annually from the general fund of the State of Minnesota for fiscal years 2014 through 2033 to the commissioner of management and budget for a grant to the City of Saint Paul for the operating or capital costs of new or existing sports facilities; and
WHEREAS, the City of Saint Paul wishes to accept the Grant and enter into a General Fund Grant Agreement, attached hereto as Attachment I, with Minnesota Management and Budget so that it may accept the annual grants appropriated to it by Minnesota Statutes, Section 16A.726(c), attached hereto as Attachment II; and
WHEREAS, the City of Saint Paul understands that as a Grant Recipient it must use the Grant proceeds from the State of Minnesota solely to reimburse itself for expenditures it has made since July 1, 2013, or will make in the future for the operating or capital costs of new or existing sports facilities; and
WHEREAS, the City of Saint Paul has all requisite legal authority to enter into the Grant Agreement, and upon execution thereof, the Grant Agreement will be a legal, valid and binding obligation of the City of Saint Paul; and
WHEREAS, in accordance with the Grant Agreement, the City of Saint Paul agrees that it will provide a certification form, a form of which is attached to the Grant Agreement, to Minnesota Management and Budget annually which shows how the proceeds of the Grant were expended in the immediately preceding fiscal year.
THEREFORE BE IT RESOLVED, THAT THE Mayor and the Director, Office of Financial Services are authorized to execute and deliver all documents necessary to accept the Grant and enter into the General Fund Grant Agreement, Annual Appropriation Grant for the City of Saint Paul Sports Facilities Project and to submit all documentation necessary on an annual basis to meet the conditions for the disbursement of the Grant.
