Final Order approving the construction of the 2014 Residential Street Vitality Projects (2014 RSVP).

With reference to Preliminary Order:            RES 13-1981            approved 12/18/2013

Final Order approving the construction of the 2014 Residential Street Vitality Project, by constructing new bituminous surfaced streets with concrete curb and gutter, concrete driveway aprons and outwalks, and boulevards landscaped with sod and trees. Replace existing wood pole lighting with a new lantern style street lighting system and doing all other necessary work to complete said project. In addition, the appropriate storm and sanitary sewer main repairs will be made, lead water services in the right-of-way will be replaced, and sanitary sewer service repairs will be made at the request of the affected property owners.

In addition to the 2014 RSVP project areas, two existing brick streets will be reconstructed under the above-mentioned program. Both streets are partially or entirely within a designated historic district and will be treated as such.

Also being reconstructed as part of the above-mentioned program is 8th Street between Wacouta and Wall.

As a part of all projects, special attention will be paid to bringing existing pedestrian ramps up to ADA standards and public art will be included in each RSVP project per the City's Public Art Ordinance as it applies to Street Improvement Bonds.

The affected streets and improvement details are as follows: See the attached Engineering Summary report for project areas, affected streets and improvement details.

WHEREAS, the Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice thereof having been given as prescribed by the City Charter; and

WHEREAS, the Council has heard all persons, objections and recommendations pertaining to said proposed improvement and has fully considered the same; now, therefore, be it
