Authorizing the Mayor to execute a Joint Powers Agreement with the State of Minnesota to engage assistance as deemed necessary to complete an Entertainment Facilities Coordination Study and Report, and authorizing the acceptance of a contribution from the Minnesota Wild of $25,000 toward the Entertainment Facilities Coordination Study.

Body
WHEREAS, Minn. Stat. 471.59 permits governmental units to jointly exercise powers that each may separately exercise; and

WHEREAS, the City of Saint Paul and the State of Minnesota are governmental units as defined in Minn. Stat. 471.59; and

WHEREAS, in accordance with the Laws of 2013, Chapter 143, Article 4, Section 39, an Entertainment Facilities Coordination Study and Report is being completed in consultation with the Cities of Minneapolis and Saint Paul.

WHEREAS, in accordance with the Laws of 2013, Chapter 143, Article 4, Section 39, Subdivision 2, the Cities of Minneapolis and Saint Paul together shall pay one-half of the cost of the consultant contract.

WHEREAS, the study shall result in a report to the legislature on establishing a joint governing structure to be responsible for the joint administration, financing, and operations of the facilities and the possible effect of joint governance on the finances of each area and each city.

WHEREAS, the Minnesota Wild wishes to provide the required City contribution of $25,000.

NOW, THEREFORE BE IT RESOLVED, that the Saint Paul City Council hereby declares that a public purpose is served by participating in the opportunity to explore arrangements that may maximize the combined revenues of coordination of entertainment facilities from direct users, including those unrelated to professional sports to minimize the cost and risk to general taxpayers and authorizes the Mayor to execute the Joint Powers Agreement.
