Approving grant funds through Wards 3 and 4 Neighborhood STAR Year-Round Program for the Groveland Recreation Center Warming Room.

WHEREAS, on November 13, 2013 the Neighborhood STAR Board reviewed a Neighborhood STAR Year-Round grant request from the Groveland Booster Club in partnership with the Saint Paul Parks and Recreation Department for improvements to the Groveland Recreation Center; and
WHEREAS, the Neighborhood STAR Board rated this project a 3.14 on a scale from 1 (low) to 5 (high); and
WHEREAS, this proposal is of substantial community significance, a waiver to the STAR Guideline regarding the $1 for $1 matching funds requirement is being recommended; and
WHEREAS, it is the intent of the Saint Paul City Council to participate in the financing of these activities by providing up to $16,220 in grant financing through the Ward 3 and Ward 4 Neighborhood STAR Year-Round Program; now, therefore be it
RESOLVED, pending the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
