Approving the 2013-2014 Emergency Solutions Grant fund recipients.

WHEREAS, on January 12,1988, the Council of the City of Saint Paul approved the procedures to allocate the Emergency Solutions Grant Program ("ESG") funds, formerly known as the Emergency Shelter Grant Program, given to the City by the U.S. Department of Housing and Urban Development ("HUD"); and

WHEREAS, during August 2013, the City of Saint Paul issued a Request for Proposals for the ESG Year 2013-2014 ESG which invited eligible nonprofit organizations to submit proposals to use ESG funds to serve Saint Paul homeless residents; and

WHEREAS, the 2013-2014 budget for the ESG funds received by the City from HUD is $459,993.00; and

WHEREAS, in accordance with the approved procedures, the ESG Review Committee was consulted about the 2013-2014 ESG grant requests, and based upon review of the ESG Review Committee and city staff, the following organizations are now being recommended for funding in the amounts as noted in the attached Budget Analysis:

5. Catholic Charities - Dorothy Day Center Rapid Rehousing Program

9. The Family Place
10. Hmong American Partnership
11. Juel Fairbanks Transitional Housing
12. Lutheran Social Services - Safe House for Teens

15. Saint Paul Council of Churches - Project Home
