Authorizing the Parks and Recreation Department to prepare a Request for Proposal to solicit contractors to operate some or all of the city-owned golf courses and golf club houses.

WHEREAS, the Department of Parks and Recreation initiated a performance plan for the golf operations in 2010 as a response to the ongoing loss of revenues; and
WHEREAS, pursuant to Saint Paul Administrative Code §85.06(b) the first performance plan must be effective for a period of two years, and during that time and sixty days after the expiration, no action may be taken to solicit requests for proposals (RFPs) from private entities to contract for the services; and
WHEREAS, Saint Paul Administrative Code §85.06(b) requires the Compete Saint Paul Board to recommend to the mayor and the city council, at least forty-five days prior to the end of the performance plan, whether the performance plan should be continued or revised, whether the city services should be compared against outside competitive bids, or whether the city services shall be performed by outside bidders; and
WHEREAS, no Compete Saint Paul Board was ever convened, nor can current city services be compared against outside competitive proposals without a bid or an RFP; and
WHEREAS, the current performance plan has not been effective at turning around the performance of the golf operations and stopping the negative revenue; now, therefore, be it
RESOLVED, that the Saint Paul City Council finds that it is in the best interests of the City to determine whether some or all of the golf operations could be managed more efficiently by outside contractors and authorizes the Department of Parks and Recreation to prepare a Request for Proposals to solicit contractors to operate some or all of the City-owned golf courses and golf club houses; and be it
FURTHER RESOLVED, that the Department shall provide a copy of the RFP to the mayor and city council, who shall, pursuant to Saint Paul Administrative Code §85.06 (c)determine whether the scope and content is adequate; and be it
FINALLY FURTHER RESOLVED, that the results of the RFP will be reviewed by the mayor and the city council, who shall decide whether the golf operation services will be performed under a performance plan or the lowest responsible bid received pursuant to or resulting from the request for proposal; and be it
FINALLY RESOLVED, if it is determined that golf operations should be performed by outside bidders at some or all of City-owned golf courses, the Department shall report to City Council on May 1, 2014 and December 1, 2014 regarding the transfer and salaries of the current employees at the golf courses affected by this resolution.
