Approving the changes to the City's Municipal State Aid Street (MSAS) Sytem as recommended by the Department of Public Works and needed for submission to the Commissioner of Transportation of the State of Minnesota for approval.
Body
WHEREAS, The City Council of Saint Paul, Minnesota, upon recommendation by the Director of Public Works, approves changes to be made to the Municipal State Aid Street (MSAS) System in order to fund capital and maintenance projects using State Aid funds throughout the City, and
WHEREAS, these roadway designation changes are requested as a result of changes being made to how 'Needs' are calculated which ultimately impacts the amount of State Aid funds the City receives annually, and
WHEREAS, additional roadway designation changes are being requested because of the Central Corridor Light Rail Construction along streets which are no longer in compliance with State Aid standards and therefore need to be revoked, and
WHEREAS, additional MSA roadway designations are being revoked because of the realignment of TH 35E taking place under the TH 35E/Cayuga Interchange Project, so
NOW THEREFORE BE IT RESOLVED by the City Council of Saint Paul that the streets described as follows:

Jackson Street - 7th Place to 9th Street MSAS 270 (0.14 miles)
Olive Street - University Avenue to Phalen Boulevard MSAS 307 (0.24 miles)
Eustis Street - TH 280 Exit Ramp to Como Avenue MSAS 308 (0.15 miles)
Westminster Street - Cayuga Street to Case Avenue MSAS 309 (0.25 miles)
be, and hereby are, added as Municipal State Aid streets in the City of Saint Paul, Minnesota, under the provisions of Minnesota State Statutes, Chapter 162 - State Aid Road Systems, and
BE IT FURTHER RESOLVED by the City Council of Saint Paul that one way streets in downtown that were collecting half needs will now collect full needs resulting in additional mileage on those streets totaling 1.24 miles, and
BE IT FURTHER RESOLVED by the City Council of Saint Paul that the streets described as follows:

BE IT FINALLY RESOLVED, by the City Council of Saint Paul, that all changes to Municipal State Aid streets contained in this resolution are subject to the approval of the Commissioner of Transportation of the State of Minnesota.
