Modifying the Residential Permit Parking Area 7 to remove the east side of Douglas Street from West 7th Street to 240 feet north.

WHEREAS, residential permit parking was previously instituted on behalf of the residents in the 7th and Smith Ave area in accordance with Chapter 164 of the Saint Paul Legislative Code with the following regulation, No Parking 7AM-8PM Except by Permit Area 7; and
WHEREAS, the Council of the City of Saint Paul previously found that this residential area did not have sufficient off-street parking to accommodate the parking needs of both the residents and the non-residents using non-residential facilities which lack sufficient off-street parking; and
WHEREAS, Council File No. 07-931 created more restrictive parking in Area 7 by eliminating "2 Hour  Parking 7:00 AM - 7 PM, Monday - Friday, Except by Permit" and replacing it with "No Parking 7:00 AM - 8:00 PM, Except by Permit;" and
 
WHEREAS, the abutting property owner from 425 West 7th Street has submitted a valid petition and agrees with Public Works decision to remove the residential permit parking restrictions on the east side of Douglas Street from 7th Street West to 240' north alongside his property to allow open parking; and
WHEREAS, Public Works staff has investigated the basis for the petition to reduce Area 7, concluded and recommended adoption of the requested changes; now, therefore, be it
RESOLVED, that the east side of Douglas Street from West 7th Street to 240' north shall be removed from Residential Permit Parking Area 7 with the following regulation near 7th and Smith Ave:
Except by Permit or Unless Otherwise Posted, No Parking, 7:00AM - 8:00PM, Area 7; and be it finally
RESOLVED, that these parking regulations shall be in effect and enforced 30 days after City Council approval or as soon thereafter as the signs are removed.
