Approving the use of Year Round STAR Loan Program Funds for a project in Ward 1.
Body
WHEREAS, on May 22, 2013 the Neighborhood STAR Board reviewed a proposal from the Lex-Ham Community Council in partnership with the Saint Paul Central High School to utilize a $7,900 grant in Neighborhood STAR Program funds to replace the existing, distressed chain link fence at Griffin Stadium with 1,057 feet of new black vinyl fencing; and,
WHEREAS, the Neighborhood STAR Board rated this project 1.64 on a scale from 1 (low) to 5 (high) but it was not recommended for funding; and,
WHEREAS, the requested Neighborhood STAR Program funds would be used by Lex-Ham Community Council and Central High School to advance ongoing efforts to enhance the aesthetic quality of a highly visible neighborhood and city institution located in Ward 1 near the Lexington Parkway exit of Interstate 94; and,
WHEREAS, this proposal is of substantial community significance and the applicant exceeded the STAR Guidelines regarding the required one-to-one match of total STAR dollars by raising $9,900 in funds from students and community members; and,
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing a $7,900 grant through the 2013 Neighborhood STAR Year-Round Program;
NOW, THEREFORE BE IT RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
