Granting approval to enter into an agreement to accept grant funds from the Capitol Region Watershed District and to amend the budget in the Department of Parks and Recreation by adding a $400,000 financing and spending Plan for the grant funds towards implementation of a wetland and stream restoration and water distribution system for the Trout Brook Nature Sanctuary project.

Body
WHEREAS, the Capitol Region Watershed District has an approved Watershed Management Plan which includes funding for implementing Stream Corridor Restoration Projects throughout the Watershed District; and

WHEREAS, the District has adopted and approved the 2013 Budget and Workplan which include funding for Special Projects and Grants; and

WHEREAS, the District and the City have worked cooperatively to develop a project approach and construction plans for the Trout Brook Nature Sanctuary site that are acceptable to both parties; and

WHEREAS, the City acquired 28 acres of former railroad property (Trillium Site) within the Trout Brook valley to create wetlands and a portion of the historic Trout Brook in what is now called the Trout Brook Nature Sanctuary; and

WHEREAS, the Trout Brook Nature Sanctuary project meets the goal of the City and the Capitol Region Watershed District by Bringing Water Back to St. Paul through Wetland and Stream Corridor Restoration; and

WHEREAS, the District Board of Managers has authorized payment of no more than $400,000.00 for Wetland and Stream Corridor implementation and water delivery infrastructure; and

WHEREAS, it is the desire of the Department of Parks and Recreation to amend the financing and spending budget for the Trout Brook (Trillium) Nature Sanctuary Site; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $400,000 in excess of those estimated in the 2013 Capital Improvement Budget; now, therefore, be it
