Amending the 2013 Capital Improvement Budget in the Department of Parks and Recreation by adding $649,696 to the Financing and Spending Plan for a Federal Transportation Enhancement Grant towards the implementation of the Trout Brook Regional Trail and Trailhead Facility.
Body
WHEREAS, the City of Saint Paul Department of Parks and Recreation acquired 28 acres in 2002 from Frattalone Construction; and
WHEREAS, historically the land was used as a rail yard until the early 1990s; and
WHEREAS, the City of Saint Paul has completed a Metropolitan Council approved master plan for the regional trail (RES 09-1301); and
WHEREAS, the City applied and received one $649,696 grant for Fiscal Year 2013 for the construction of a segment of the Trout Brook Regional Trail and a trailhead facility from the Federal Transportation Enhancement Fund; and
WHEREAS, the regional trail and trailhead facility will be built as part of the Trout Brook (Trillium) Nature Sanctuary project; and
WHEREAS, it is the desire of the Department of Parks and Recreation to amend the 2013 CIB financing and spending budget for the Trout Brook (Trillium) Nature Sanctuary Site; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $649,696 in excess of those estimated in the 2013 Capital Improvement Budget; now, therefore, be it
RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $649,696 is available for appropriation in the 2013 Capital Improvement Budget, and said 2013 budget, as heretofore adopted by the Council, is here by further amended as outlined in the attached financial analysis.
