Appointing Nathaniel A. Khaliq as the interim Ward 1 councilmember filling the term of Councilmember Melvin Carter until the November election. (Councilmember Carter will abstain from the vote.)

WHEREAS, on June 20, 2013, pursuant to section 2.04 Saint Paul City Charter, Councilmember Melvin Carter filed his resignation in writing with the City Clerk, effective July 5, 2013, thereby creating a vacancy in the office of councilmember for Ward 1 on the effective date.
THEREFORE BE IT RESOLVED, that the Council of the City of Saint Paul, pursuant to Section 2.05 (A) of the Saint Paul City Charter, does hereby appoint Nathaniel A. Khaliq as a city councilmember (1) to fill the vacancy created by the resignation of former councilmember Melvin Carter III, and (2) to serve in such position until a successor is elected and qualified as provided in said Section 2.05 (B); and, be it
FURTHER RESOLVED, that this appointment is conditioned upon the resignation taking effect; and
FURTHER RESOLVED, this appointment is effective on July 10, 2013, immediately following the administration of the oath of office to Nathaniel A. Khaliq, as required by Section 17.03 of the Saint Paul City Charter.
