Title
Approving a Special Law enacted by the Minnesota State Legislature during the 2013 regular session allowing the City to issue an on-sale liquor license for services at the Lowertown Regional Ballpark, and lessen statutory restrictions on eligibility of on-sale wine and 3.2 malt liquor license holders to also sell strong malt liquor.
 
Body
WHEREAS, during the 2013 regular session of the Minnesota Legislature, the State of Minnesota enacted 2013 Minn. Laws, Chapter 42, Sections 10 and 13, which (1) allow the City to issue an on-sale liquor license for services at the Lowertown Regional Ballpark and (2) lessen statutory restrictions on eligibility of on-sale wine and 3.2 malt liquor license holders to also sell strong malt liquor; and
 
WHEREAS, the Special Law requires the City of Saint Paul to timely comply with Minnesota Statutes section 645.021, which requires approval by resolution of a majority vote of all members of the governing body or unit.
 
NOW, THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, the Special Law pursuant to the provisions contained herein, is in all things adopted and approved;
 
AND BE IT FURTHER RESOLVED, that the City Clerk, as the chief clerical officer of the City of Saint Paul, shall file with the Secretary of State, in a form prescribed by the Attorney General, a certificate stating the essential facts necessary to the adoption and approval of this law in compliance with Minnesota Statutes section 645.021, subdivision 3.
