Title
Amending the financing and spending plans in the Department of Public Works in the amount of $40,000 for supplemental appropriation, and $46,255.11 for transfer of available appropriations in order to balance, fully fund, and close out various projects.
Body
WHEREAS, the Department of Public Works has identified excess MSA budget in the Ohio Street Reconstruction project  of $40,910.20 and the NW Traffic Study project of $64,071.30 which it proposes to transfer to the 2013 MSA Contingency adding a total of $104,981.50 into MSA Contingency, and
WHEREAS, the Department of Public Works will be constructing the redesign of the Kellogg Boulevard and John Ireland Boulevard Intersection in 2013, and  
 
WHEREAS, because the project was programmed back in 2009, the amount originally budgeted for the project is less than what is needed for construction in 2013, and
 
WHEREAS, the Department proposes to transfer $240,000.00 from 2013 MSA Contingency in order to fully cover the increased costs for the Kellogg Boulevard  at John Ireland project, and
 
WHEREAS, in order to finalize and close-out the Fairview Avenue Reconstruction project from Randolph to Summit, more MSA budget is needed in the project, and
WHEREAS, the Department proposes to transfer $86,721.82 from the 2013 MSA Contingency in order to finalize and close the Fairview Avenue Reconstruction Project, and
WHEREAS, the Marshall Avenue Widening project is in need of MSA budget because the assessment financing originally programmed to cover the project cost was dismissed in a court ruling, so local funding has to cover the project costs, and
 
WHEREAS, the Department proposes to transfer $35,000 from the 2013 MSA Contingency in order to cover the project costs that were originally to be covered by assessment financing, and
 
WHEREAS, the St. Clair Signal Interconnect project is being funded from the Signalized Intersection Safety Improvements Program so $28,846.28 MSA is being proposed for transfer from the 2008 Signalized Intersection Safety Improvements Program and $12,465.09 MSA is proposed for transfer from the 2011 Signalized Intersection Safety Improvements Program in order to fund the St. Clair Interconnect Project, and  
 
WHEREAS, outside revenue collected under the 2013 Sidewalk Reconstruction Program needs to be recognized in the program budget so $40,000 will be added to the 2013 Sidewalk Reconstruction financing and spending plans, and
 
WHEREAS, the Department proposes to cancel the Green Stairs Replacement project and transfer the $300,327.79 of ISP bonds remaining in the project into Contingency, and
 
WHEREAS, the Northwest Traffic Study Project was originally programmed with MSA budget but State Aid will not allow the city to spend MSA financing on this study so the Department proposes to transfer $80,000 from the Contingency into this project, and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $46,255.11 in the Capital Improvement Budgets; and
WHEREAS, the Mayor, pursuant to Section 10.07.4 of the Charter of the City of Saint Paul, does certify that there is additional financing of $40,000.00 for the Capital Improvement Budgets; so
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $46,255.11 is available for appropriation in the Capital Improvement Budgets, as heretofore adopted and amended by this Council, be hereby further amended in the Improvement Budgets in the following particulars:
