Approving the use of Neighborhood STAR Year-Round Loan Program Funds for a project in Wards 5, 6, and 7.
 
Body
WHEREAS, on May 22, 2013 the Neighborhood STAR Board reviewed a proposal from the Saint Paul Police Department Eastern District in partnership with the District 1, 2, 4 and 5 Community Councils to utilize a $32,250 grant in Year-Round STAR Program funds for CCTV portable cameras to be used for crime prevention on the East Side; and,
 
WHEREAS, the Neighborhood STAR Board rated this project 3.85 on a scale from 1 (low) to 5 (high); and,
 
WHEREAS, the YEAR-Round STAR Program funds will be used by the Eastern District Police and the district councils to assist with crime prevention efforts which will make a considerable difference to the neighborhoods in wards 5, 6, and 7; and,
 
WHEREAS, because this proposal is of substantial community significance, a waiver of the STAR Guidelines regarding the required one-to one match of total STAR grant dollars for each Year-Round STAR Loan Program project and a waiver of the requirement that equipment remain stationary are recommended; and,
 
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing a $32,500 grant through the 2013 Neighborhood STAR Year-Round Loan Program;
 
NOW, THEREFORE BE IT RESOLVED, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
 
FURTHER RESOLVED, that the City Council hereby waives the requirement for a one-to one match of grant dollars provided by the STAR program and waives the requirement that the equipment remain stationary; and be it
 
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
