Congratulating William R. Stephenson on his retirement after 33 years of serving the City of Saint Paul.

WHEREAS, Bill Stephenson began his career with the Saint Paul Public Schools in 1979 and transferred to Saint Paul Animal Control as an Animal Control Officer in 1987 becoming the Animal Control Supervisor in 1995; and,
WHEREAS, over those years, Bill has protected the public safety by impounding hundreds of dangerous dogs, cats, venomous and non-venomous snakes, lizards, alligators, bears and all other types imaginable of wild and domesticated animals; and,
WHEREAS, Bill has worked tirelessly to assist owners in being reunited with their lost animal companions; and,
WHEREAS, Bill has managed to create an efficient and effective agency on an extremely limited budget; and,
WHEREAS, Bill has spent hundreds of hours working with other animal professionals to develop new and innovative methods to deal with unwanted pets and wildlife facilitating the adoption of many animals and has been as creative to propose and implement a humane program that places Saint Paul's pigeons on birth control; and,
WHEREAS, Bill can now devote his well deserved time off to his beautiful wife, Francine, his three grown children and three grandchildren, the golf courses and lakes of Minnesota pursuing the perfect golf shot and a State Record Northern Pike; and,
WHEREAS Bill will retire from his lifelong work in Saint Paul on Friday, May 3, 2013, but his accomplishments and legacy will forever live on in our fine city;
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council congratulates Bill Stephenson on his retirement.
