Purpose of Appeal
Victor Cardenas has been an occupant (not a tenant) for seven years.  He has been unemployed and otherwise homeless.  He was forcibly evicted after I asked the police to intervene.  He would not allow building inspector to enter.  He trashed the place.  See attached.

WHEREAS, in the matter of the Appeal of Richard G. Wolfgramm to a Vacant Building Registration Notice at 46 DELOS STREET WEST, the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
 
WHEREAS, the Legislative Hearing Officer recommends that the City Council 1) waive the Vacant Building fee for 90 days and allow; 2) allow the owner to pull permits to make repairs in this 90-day time period, without first paying the vacant building fee or getting a code compliance inspection; and 3) allow the owner 90 days to get his Fire Certificate of Occupancy reinstated before requiring a code compliance certificate before re-occupation; Now, Therefore, Be It
 
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
