Authorizing the Department of Parks and Recreation to enter into a Development Agreement with Frogtown Gardens.
 
Body
WHEREAS, the City of Saint Paul Department of Parks and Recreation wishes to enter into a Development Agreement with Frogtown Gardens, a MN non-profit corporation (501 (c) (3) applied but not finalized), for future development of the farm portion of the proposed Frogtown Park and Farm at the former Wilder Foundation Headquarters site at 919 LaFond Avenue in Saint Paul; and
 
WHEREAS, Frogtown Gardens is a nonprofit organization dedicated to making the Frogtown neighborhood healthier and greener; and
 
WHEREAS, since 2009, Frogtown Gardens has been working to create an urban agriculture demonstration site within the Frogtown neighborhood; and
 
WHEREAS, the Department of Parks and Recreation System Plan demonstrates a need for additional gardens close to where people live; and
 
WHEREAS, the Department of Parks and Recreation wishes to partner with Frogtown Gardens on the development of 5 acres of the park as a demonstration urban agriculture farm; and
 
WHEREAS, the Development Agreement describes the framework for initial site development that needs to occur in order for the Department of Parks and Recreation to enter into a lease agreement with Frogtown Gardens; and
 
WHEREAS, the Department of Parks and Recreation believes that entering into a Development agreement with Frogtown Gardens serves a public purpose and benefit; and
 
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council gives the appropriate city officials from the Parks and Recreation Department authority to enter into a Development Agreement with Frogtown Gardens.
