Approving the use of Neighborhood STAR Year-Round Loan Program Funds for a project in Ward 7.
Body
WHEREAS, on March 13, 2013 the Neighborhood STAR Board reviewed a proposal from Saint Paul Parks and Recreation and the District 1 Community Council to utilize a $2,000 grant in Year-Round STAR Program funds for LED lights to illuminate the north side of the Eastview Recreation Center; and,
WHEREAS, the Neighborhood STAR Board rated this project 4.73 on a scale from 1 (low) to 5 (high); and,
WHEREAS, the YEAR-Round STAR Program funds will be used to assist Parks & Recreation and the District 1 Community Council with capital improvements associated with the illumination of the recreation center and park to assist with crime prevention efforts which will make a considerable difference to the surrounding neighborhood in Ward 7; and,
WHEREAS, because this proposal is of substantial community significance, a waiver of the STAR Guideline regarding the required one-to one match of total STAR grant dollars for each Year-Round STAR Program project is recommended; and,
WHEREAS, it is the intent of the Saint Paul City Council to participate in the financing of this activity by providing a $2,000 grant through the 2013 Neighborhood STAR Year-Round Loan Program;
NOW, THEREFORE BE IT RESOLVED, the Council of the City of Saint Paul hereby authorizes and directs the appropriate City officials to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it
RESOLVED, that the City Council hereby waives the requirement for a one-to one match of grant dollars provided by the STAR program; and be it
FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
