Amending the financing and spending plans in the Department of Planning And Economic Development in the amount of $12,300 to accept additional funds from the Metropolitan Council and reallocate existing funds for stormwater and green infrastructure planning along the Central Corridor.

Body
Whereas, the construction of the Central Corridor Light Rail Transit line creates a unique opportunity to leverage substantial investment for the physical, economic, and social development of the communities along the Central Corridor; and
Whereas, the City of Saint Paul strives to be a leader in sustainable urban living; and
Whereas, the United States Department of Housing and Urban Development, in conjunction with the United States Environmental Protection Agency and the United States Department of Transportation, has awarded the Metropolitan Council a Sustainable Communities Regional Planning Grant in the amount of $5,000,000; and
Whereas, the Metropolitan Council in 2011 made a sub-award of funds in the amount of $370,000 to the City of Saint Paul for the purpose of stormwater and green infrastructure planning ("Green Infrastructure Planning") for the Central Corridor, accepted by the Saint Paul City Council with Resolution 11-936; and
Whereas, the Metropolitan Council has made an additional sub-award of funds in the amount of $12,300 to the City of Saint Paul to supplement Green Infrastructure Planning for the Central Corridor; and
Whereas, the Metropolitan Council in 2011 made an award of funds in the amount of $47,000 to the City of Saint Paul for the purpose of creating a stormwater master plan for the Prior-University redevelopment area ("Stormwater Master Plan"), accepted by the Saint Paul City Council with Resolution 11-2211; and
Whereas, the City Council finds that certain objectives of Green Infrastructure Planning for the Central Corridor and the Prior-University Stormwater Master Plan are overlapping and mutually reinforcing and that those objectives can...
