Authorizing the acceptance of an education grant from the Saint Paul Foundation's Education Impact Fund and amending the 2013 budget in the amount of $40,000.

Body
WHEREAS, the City of Saint Paul is committed to improving the educational opportunities of all children and youth in Saint Paul; and
WHEREAS, the City of Saint Paul is committed to promoting and supporting a variety of educational initiatives including the Saint Paul Promise Neighborhood, Sprockets out-of-school-time network, and the Saint Paul Public Schools strategic plan; and
WHEREAS, the City of Saint Paul received $40,000 from the St. Paul Foundation's Facing Race Fund to enable city staff and others to participate in seven seminars that provide an understanding of institutionalized racism and strengthen staff's capacity for leading citywide equity planning and policy development. This training will parallel similar racial equity work being conducted in the Saint Paul Public Schools and in Ramsey County. City leaders will also participate in one or more shared learning sessions with staff from Saint Paul Public Schools and Ramsey County.
WHEREAS, the City of Saint Paul, serving as the fiscal agent for this grant, will pass through part of the funds to Ramsey County in the amount of $5,000 and Saint Paul Public Schools in the amount of $5,000; and
WHEREAS, this seminar will be led by the Pacific Educational Group, a nationally recognized firm that works with school districts and community partners to develop shared racial equity understanding; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $40,000 in excess of those estimated in the 2013 budget; and
WHEREAS, the Mayor recommends that changes be made to the 2013 adopted budget as indicated in the attached financial analysis; now therefore be it
