Title
Amending the financing and spending plans in the Department of Public Works in the amount of $3,388,157.53 for the Prince Street Project, and closing old projects.

Body
WHEREAS, the Department of Public Works is proposing a new project that will extend and construct a street network in Lowertown in order to improve traffic flow and access points around the area that will be home to the new Regional Ballpark, and

WHEREAS, Public Works is planning to designate these street extensions as Municipal State Aid routes and therefore they will be constructed using Municipal State Aid (MSA) dollars, and

WHEREAS, Public Works has identified the needed MSA budget for the project from under programming Municipal State Aid in years 2012 and 2013. This under programming of MSA was a result of an increase to the Highway Users Fund over these two years, and

WHEREAS, the Department proposes to also use available MSA balances remaining in projects that are nearing completion or that have been cancelled or delayed. These MSA balances will be transferred into the new Prince Street project and the 35E/Cayuga project, and

WHEREAS, a description of the proposed project is to extend Prince Street from Broadway Street to Willius Street; extend Lafayette Street from Prince Street to Kellogg Boulevard, and extend an off-road trail along Willius Street from 4th Street to Prince Street, and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there available for appropriation, funds of $ 3,388,157.53 in the Capital Improvement Budgets; so

THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation by the Long Range Capital Improvement Budget Committee, that $ 3,388,157.53 is available for appropriation in the Capital Improvement Budgets, as heretofore adopted and amended by this Council, be hereby further amended in the Improvement Budgets in the following particulars:
