Title

Preliminary Order setting the date of public hearing for April 3, 2013 to consider the acquisition of property rights and construction of new roadways, lighting, boulevards, sidewalks, and trails for the Prince Street Project.

 

Body

IN THE MATTER OF acquiring the necessary property rights and constructing new streets, signals, parking lanes, grass boulevards, street lighting, trees, signs, concrete sidewalks, bituminous trails and reaction zones.  The following streets will be extended or constructed:

 

Prince Street - between existing Prince Street east of Broadway Street to Willius Street, approximately 1,200 feet;

Lafayette Street - between Prince Street and Kellogg Boulevard, approximately 300 feet; and

Willius Street - between Fourth Street and Prince Street, approximately 300 feet, to be constructed by the Metropolitan Council from “curb-to-curb,” with Public Works constructing the boulevard treatments.

 

The new roadways, sidewalks and trails, and the necessary permanent right-of-way easements and temporary construction easements, are depicted in Exhibit A attached hereto.

 

The Council of the City of Saint Paul having received the report of the Mayor upon the above improvement, attached hereto, and having considered said report, hereby resolves:

 

1. That the said report and the same is hereby approved, with no alternatives, and that the estimated cost thereof is $3,300,000, financed by Municipal State Aid funds.

 

2. That a public hearing be held on said improvement on the 3rd day of April 2013, at 5:30 o'clock p.m., in the Council Chambers of the City Hall and Court House Building in the City of Saint Paul.

 

3. That notice of said public hearing be given to the persons and in the manner provided by the Charter, stating the time and place of hearing, the nature of the improvement and the total cost thereof as estimated.

 

Financial Analysis

Funding for the acquisition of property rights and other project costs is proposed to be budgeted in the 2013 Capital Improvement Budget, and will be considered by the City Council under separate resolution.  Financing is anticipated to be Municipal State Aid.
