Amending Civil Service Rule 7 to extend Firefighter and Sergeant eligible lists.

WHEREAS Rule 7 of the Civil Service Rules establishes the effective periods for eligible lists for all City positions; and
WHEREAS, under Rule 7 the Human Resources Director has the discretion to extend the effective dates for eligible lists for the positions of Firefighter and Sergeant and has already extended said lists to the extent possible; and
WHEREAS, based upon the existing language in Rule 7, the eligible lists for the titles of Firefighter and Sergeant are set to expire in 2013; and
WHEREAS the City is planning to administer the Sergeant exam in early 2014 and the Firefighter exam in 2014; and
WHEREAS in order to accomplish these 2014 hires, the existing eligible lists for Firefighter and Sergeant must be extended for up to one year from their scheduled expiration dates; and
WHEREAS Rule 7 must be amended to authorize the Human Resources Director to again extend these lists; and
NOW THEREFORE BE IT RESOLVED, pursuant to the authority granted in the Section 12.06 of the Saint Paul City Charter, the City Council hereby allows for a one-time suspension of Rule 7 of the Civil Service Rules to authorize the Human Resources Director to exercise her discretion and extend the existing eligible lists for Firefighter and Sergeant for a period not to exceed one year beyond their respective current expiration dates.
