Approving the use of loan funds through the Neighborhood STAR Year-Round Program for an American Indian Family and Children's Services project.
Body
WHEREAS, on February 13, 2013, the Neighborhood STAR Board reviewed a proposal for STAR loan financing through the Neighborhood STAR Year-Round Program to assist American Indian Family and Children's Services with rental costs associated with roof shoring equipment; and
WHEREAS, the Neighborhood STAR Board rated this project a 4.5 on a scale from 1 (low) to 5 (high); and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing up to $15,000 in loan financing through the Ward 1 Neighborhood STAR Year-Round Program; and
WHEREAS, work on this project began on December 1, 2012 and therefore expenditures occurring after this date shall hereby qualify for funding; and
WHEREAS, because this proposal is of substantial community significance, a waiver of the STAR Guidelines in regards to the $1 for $1 matching fund requirement and a waiver of the fixed improvement requirement is recommended; now, therefore be it
RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
