Body
WHEREAS, the Ford Motor Company, c/o Ford Motor Land Development Corporation (the "Developer") is the owner of certain property located in the City of St. Paul, Minnesota, known as the former Twin Cities Assembly Plant (the "Property"), which Property is described in the TIF Eligibility Assessment Report dated April 27, 2012 prepared by Compass Rose Consulting, Inc. and which Report was reaffirmed by letter dated February 20, 2013 (the "Compass Report") and legally described on Exhibit A (the "Parcels") hereto attached; and

WHEREAS, the Property consists of two (2) parcels currently occupied by 10 buildings and 17 outbuildings (structures without occupancy, temporary or not fully enclosed); and

WHEREAS, the Compass Report documents that parcels consisting of 70 percent of the area of the Property are occupied by buildings, streets, utilities, paved or gravel parking lots, or other similar structures as defined in Minn. Stat. §469.174, Subd. 10; and

WHEREAS, the Compass Report also documents that seven out of the ten buildings currently located on the Property are substandard within the meaning of Minn. Stat. §469.174, Subd. 10 ("Substandard Buildings"); and

WHEREAS, the Developer intends to submit an application to the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota ("Authority") for tax increment assistance in connection with a proposed development to be constructed by the Developer or its successors or assigns on the Property, which application will request that the HRA include the Property in a redevelopment tax increment financing district within the meaning of Minn. Stat. § 469.174, Subd. 10 (the "TIF District"); and
