Reducing the speed limit on Water Street/Lilydale Road from Plato Boulevard to the eastern property boundary of the St. Paul Pool and Yacht Club, located south of the Dakota County/Ramsey County limits.

WHEREAS, the Lilydale Regional Park Master Plan has been approved by the Metropolitan Council on January 13, 2010; and
WHEREAS, the City of Saint Paul Department of Parks and Recreation is working to implement the Master Plan by implementing the Phase I Roadway, Trail and Environmental Remediation in Lillydale Regional Park project (Project); and
WHEREAS, the Project is funded by State Legacy Funds and County Turnback funds; and
WHEREAS, the purpose of the Project is to complete environmental remediation work, reconstruction of Water Street/Lilydale Road to include a wide shoulder for use by bicyclists, and improved off-road trail connections to Water Street/Lilydale Road; and
WHEREAS, the portion of Water Street/Lilydale Road located in Dakota County was turned back to the City in 2011 per City of Saint Paul Council Resolution 11-1328; and
WHEREAS, the portion of Water Street/Lilydale Road located in Ramsey County was turned back to the City per a County Resolution passed on November 13, 2012; and
WHEREAS, Minnesota Statute 169.14 Subd. 5e. states that "the political subdivision with authority over a park may establish a speed limit on a road located within the park. A speed limit … must not be lower than 20 mph and, and no speed limit established under this subdivision may reduce existing speed limits by more than 15 miles per hour"; and
WHEREAS, the City of Saint Paul believes that a reduction in the speed limit on Water Street/Lilydale Road is in the best interest of safety for all users of the roadway, now, therefore be it
RESOLVED, that the City Council of the City of Saint hereby revises the speed limit on Water Street/Lilydale Road between Plato Boulevard and the eastern property boundary of the St. Paul Pool and Yacht Club located south of...
