Amending the Neighborhood Stabilization Program budgets.

Body
WHEREAS, by Resolution No. 08-1270 the City Council approved an Amendment to the FY2008 HUD Consolidated Plan and approved financing for the Neighborhood Stabilization Program ("NSP") in a specified manner ("NSP1 HUD Resolution"); and
WHEREAS, by Resolution No. 09-103 the City Council approved an Application to the Minnesota Housing Finance Agency and upon approval of such Application the City Council approved financing for the NSP in a specified manner ("NSP1 MHFA Resolution"); and
WHEREAS, by Resolution No. 09-715 the City Council approved a NSP2 grant agreement between HUD and the City and adopted a budget for such funds ("NSP2 Council Resolution") and on March 24, 2010 (Resolution No. 10-3/24-5) the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota ("HRA") authorized Strategic Acquisition Activities under the NSP2 and approved a financing plan in a budget amendment ("NSP2 HRA Resolution") which acknowledged the NSP2 Council Resolution; and
WHEREAS, the City and HRA have received program income from the NSP programs that HUD and MHFA require be reinvested into these programs; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds, as identified in the attached budget amendments, in excess of those estimated in the 2013 budget; and
WHEREAS, after a public hearing the City Council determines there is a public purpose to reinvest the program income into the NSP programs;
NOW, THEREFORE, BE IT RESOLVED by the Saint Paul City Council as follows:
1. The City Council hereby approves the changes to the 2013 budgets in the amounts set forth in the attached budget amendments.

2. City staff and legal counsel are authorized and directed to take all actions needed to implement this Resolution.
