Approving application for $7,500 grant funds from the State Historic Preservation Office Legacy Program for the development of a scope of work for 25 Empire Drive.

WHEREAS, the property at 25 Empire Drive is a part of the nationally designated historic district known as the Jackson Street Shops and this building was known as the Pattern Shop which was constructed in 1882 by Colonel Charles C. Smith; and
 
WHEREAS, the roof of this building has been in a state of collapse since mid-November 2012, resulting from failures of all of the structure's trusses; and
 
WHEREAS, the City of Saint Paul has been working closely with the owner, American Indian Family and Children's Services, to stabilize the structure without compromising the agency's mission to provide foster care and services; and
 
WHEREAS, the City contracted for the shoring and stabilization of the building at an initial cost of $15,400, and it has committed to continue the rental of the shoring equipment at the rate of $2,390 for the a total of 6 months; and
 
WHEREAS, the City of Saint Paul and the nonprofit American Indian Family and Children's Services need a partner to assist in rescuing this building from collapse; and
 
WHEREAS, a scope of work outlining the needed engineering and related construction costs is critical for seeking funds and partners in saving this building; now, therefore, be it
 
RESOLVED, that the Saint Paul City Council approves the application for $7,500 in Minnesota Legacy funds to finance the development of a scope of work document.
