Approving the 2012-2013 Emergency Solutions Grant Fund recipients.

WHEREAS, on January 12,1988, the Council of the City of Saint Paul approved the procedures to allocate the Emergency Solutions Grant Program ("ESG") funds, formerly known as the Emergency Shelter Grant Program, given to the City by the U.S. Department of Housing and Urban Development ("HUD"); and

WHEREAS, during November 2012, the City of Saint Paul issued a Request for Proposals for the ESG Year 2012-2013 which invited eligible nonprofit organizations to submit proposals to use ESG funds to serve Saint Paul homeless residents; and

WHEREAS, the 2012-2013 budget for ESG funds received by the City from HUD is $624,969.00; and

WHEREAS, in accordance with the approved procedures, the Emergency Solutions Grant Review Committee was consulted about the 2012-2013 ESG grant requests, and based upon review of the Committee and city staff, the following organizations are now being recommended for funding, and in the following amounts:


1. Ain Dah Yung $8,000
2. Breaking Free $6,000
3. Catholic Charities-Dorothy Day Center Extended Hours Program $66,000
4. Catholic Charities-Family Service Center $27,000
5. Catholic Charities-Listening House $21,000
6. Catholic Charities-Housing Crisis Response $15,600
7. Catholic Charities-Dorothy Day Center Rapid Rehousing $127,367
8. Emma Norton $13,000
9. Face to Face Safe Zone-Youth Drop-in Center $5,000
10. Face to Face-Safe Zone Rapid Rehousing Progam $55,000
