Authorizing accounting activities for the Neighborhood and Cultural STAR Programs.

The attached Financial Analysis Spreadsheet moves Neighborhood STAR Year-Round Program funds into one project specific code to reflect action adopted via City Council Resolution #12-2288.  In addition, two (2) previously funded Neighborhood STAR Year-Round Program projects were finished under budget.  These balances are being moved from project specific codes into the Neighborhood STAR Year-Round Program code.  Finally, funding for one Cultural STAR Program project is being moved into the correct accounting unit.
