Approving changes to Rule 14 of the City of Saint Paul Civil Service Rules to allow for promotion rights to employees holding the title of Parking Enforcement Officer or Community Liaison Officer in to the title of Police Officer.

RESOLVED, Rule 14 of the City of Saint Paul Civil Service Rules establishes promotion requirements and when read in conjunction with Rule 7, Eligible Lists, defines promotion rights for employees in the classified service; and
WHEREAS, the job classifications of Parking Enforcement Officer and Community Liaison Officer were created as feeder positions into the classified service of the title, Police Officer; and
WHEREAS, the City has a long-standing practice of awarding promotion rights, as defined in Rules 7 and 14, to employees holding the titles of either Parking Enforcement Officer or Community Liaison Officer into the title of Police Officer; and
WHEREAS, promotional rights were not intended to be extended into the positions of Parking Enforcement Officer or Community Liaison Officer, as defined in Rules 7 and 14, to any other persons in the classified service; and
WHEREAS, it has been determined that it is in the best interest of the City to retain the practice of awarding promotion rights to employees holding the titles of either Parking Enforcement Officer or Community Liaison Officer into the title of Police Officer; and
WHEREAS, Rule 14 does not explicitly provide for this practice and should be amended to provide for this practice; and
NOW, THEREFORE, BE IT RESOLVED, pursuant to the authority granted in Section 12.06 of the Saint Paul City Charter, the City Council hereby approves and amends Rule 14 to clearly disallow promotion rights into the titles of Parking Enforcement Officer and Community Liaison Officer and clearly provide promotion rights for employees in the titles of Parking Enforcement Officer and Community Liaison Officer into the sworn Police group. In all other respects, Rule 14 shall remain the same.
14. Promotion Rights
For the purpose of this Section 14, the term promotion shall mean:
1. Any appointment from a classified position to any other classified position except to Parking Enforcement Officer, Community Liaison Officer, and any positions within the sworn Police and Fire Fighting groups.
2. Any appointment from Parking Enforcement Officer, Community Liaison Officer, and any classified positions within the sworn Police group to any other classified position in the sworn Police group.
3. Any appointment from a classified position in the sworn Fire Fighting group to any other classified position in the sworn Fire Fighting group.
