Expanding the zoning study area designated under Ord 12-53 but exempting this expanded study area from the interim regulations imposed under Ord 12-53.

Body

WHEREAS, the Saint Paul City Council enacted Ordinance 12-53, an interim ordinance enacted pursuant to Minn. Stat. ยงย 462.355, Subd. 4, which preserved the status quo of multi-family residential development on Grand Avenue between Cretin and Fairview, pending the completion of a zoning study and report by the planning commission regarding the City's official controls as they relate to development density along the Grand Avenue "Residential Corridor" and the dimensional standards imposed on all new development in B2 zoning districts; and

WHEREAS, the planning commission commenced the study and is nearing completion of the study; and

WHEREAS, during the course of the study it was concluded that future development of all the commercial properties at the intersections of Grand and Fairview would be enhanced by having consistent zoning standards around the intersection rather than maintaining the intersection as a transition point from the Comprehensive Plan's designated Residential Corridor west of Fairview and the Plan's designated Mixed Use Corridor east of Fairview and planning staff has therefore recommended an expansion of the study defined in Ordinance 12-53 to include those lots currently zoned B2 and located east of Fairview Avenue with a side or front lot line bounded by both Grand and Fairview Avenues, as well as any contiguous area zoned B2, with the northern and southern boundaries of the study area being understood to be described by the rear lot lines of any lots with front or side lot lines bounded by, respectively, Summit Avenue and Lincoln Avenue, but not impose the regulatory requirements of Ordinance 12-53 into this newly expanded study area; NOW, THEREFORE,
