Title
Amending the financing and spending plans in the Department of Public Works Solid Waste and Recycling Fund in the amount of $145,000 for additional expenditures related to refuse disposal and recycling, for use of grant funds carried forward from 2011, and for new grant funds awarded in 2012.

Body
WHEREAS, The City receives revenue sharing from Eureka Recycling which is used to reduce monthly recycling expenses, and

WHEREAS, in the latter part of 2012, there was a significant decrease in the amount of revenue sharing the City received from Eureka Recycling, and

WHEREAS, this decrease resulted in an increase in expenses associated with refuse disposal and recycling, and

WHEREAS, in 2010, RES 10-1156, the City approved a grant from the Minnesota Pollution Control Agency (MPCA), under the FY 2011 Environmental Assistance Grant Program, to work with the Science Museum of Minnesota; and

WHEREAS, there was $10,000 of this grant that was carried forward and used in 2012, and

WHEREAS, RES 12-2066, authorized the City of Saint Paul to accept funds from Ramsey County Public Entities Innovation (PEI) Grant in the amount of $100,000 to enter into a grant agreement for a recycling survey, and

WHEREAS, in order to fund the additional costs stated above, the Solid Waste and Energy Company has identified additional funds awarded from the Environmental Assistance Grant and the Public Entity Innovation Grant for a total of $110,000, and

WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $145,000 in the Solid Waste and Recycling Fund; so

THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, uponrecommendation of the Mayor that $145,000 is available for appropriation in the Solid Waste and Recycling Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analys...
