Authorizing acceptance of grant funds from the Minnesota Pollution Control Agency to purchase and to install electric vehicle charging stations in Saint Paul.

Body
WHEREAS, the City of Saint Paul (the "City") is committed to making Saint Paul one of the most sustainable cities in the United States; and

WHEREAS, the City is working with a broadpartnership of local and state government, the state's largest utility, private business and nonprofit organizations called Drive Electric Minnesota to advance electric vehicles and plug-in charging infrastructure in Minnesota; and

WHEREAS, the City previously secured federal grant funds to purchase and install electric vehicle charging stations in various locations throughout the City; and

WHEREAS, the City continues to explore funding opportunities to expand electric vehicle infrastructure; and

WHEREAS, the Minnesota Pollution Control Agency secured a $500,000 grant from the Metropolitan Council and the $125,000 of required match to procure and to install approximately 76 electric vehicle charging stations in the metro area and ; and

WHEREAS, the Minnesota Pollution Control Agency is subgranting $71,684 of those funds and Xcel Energy is providing a $7,590 grant to the City of Saint Paul to purchase and install up to 13 additional charging stations; and

WHEREAS, the grant agreement requires that the City of Saint Paul indemnify the State of Minnesota for any claims or causes of action arising from the City's performance under the grant agreement; and

WHEREAS, the City Council finds that there is a public purpose for the expenditure of funds, which includes the promise of indemnification, in the expansion of alternative energy sources for vehicle infrastructure; now, therefore, be it
