Authorizing the City of Saint Paul to accept funds from Ramsey County Public Entities Innovation (PEI) Grant and to enter into a grant agreement.
Body
WHEREAS, the City of Saint Paul (the "City") is committed to making Saint Paul one of the most sustainable cities in the United States; and
WHEREAS, the City and its partners has provided a high quality, innovative, and cost-effective recycling program for over 24 years; and
WHEREAS, to continue this high level of performance, the City must make program adjustments to address changes in the market place and to take advantage of new technologies and innovation; and
WHEREAS, the City is committed to finding new ways to address barriers to participation and to capture additional recyclable and compostable material; and
WHEREAS, the City will conduct a 6-8 month assessment process to gather quantitative and qualitative data from the community and key stakeholders and to evaluate the City's recycling, composting and other waste management services; and
WHEREAS, the City has applied for a $100,000 grant from Ramsey County, under the FY 2012-2013 Public Entity Innovation Grant; and
WHEREAS, the City will use the grant funds to hire a consultant(s) to conduct surveys, focus groups, one-on-one interviews and other outreach techniques to gather community input; and
WHEREAS, the data collected will help City staff and policy makers to evaluate and to make recommendations enhance the current recycling and waste management program; and
WHEREAS, Ramsey County requires that the City enter into a grant agreement with Ramsey County that identifies the terms and conditions of the funding award; and
NOW, THEREFORE, BE IT RESOLVED, that upon notification of approval of the Public Entity and Innovation Grant from Ramsey County, the City Council of the City of Saint Paul authorizes that, Mayor Chris Coleman, Chief Executive Officer of the City of Saint Paul, is hereby authorized and directed to enter into and sign a grant agreement with Ramsey County to carry out the project specified therein and to comply with all of the terms, conditions, matching provisions of the grant agreement.
