Authorizing application to the Department of Employment and Economic Development for Contamination Investigation and Cleanup Grants, and to the Metropolitan Council for Tax Base Revitalization Grants, for the Lowertown Ballpark, Bright Farms/Jade, and Model Cities sites.

Body
WHEREAS, the City has identified environmental investigation and clean-up projects within the City that meet the purposes and criteria of the Contamination Cleanup Grant Program of the Department of Employment and Economic Development and the Tax Base Revitalization Account Grant Program of the Metropolitan Council; and

WHEREAS, the City of Saint Paul, Minnesota is a participant in the Livable Communities Act's Housing Incentives Program for 2012 as determined by the Metropolitan Council, and is therefore eligible to make application for funds under its Tax Base Revitalization Account; and

WHEREAS, the City finds that the required contamination cleanup will not occur through private or other public investment within the reasonably foreseeable future without funding from the Contamination Cleanup Grant Program and/or the Tax Base Revitalization Account Grant Program; and

WHEREAS, the City represents that it has undertaken reasonable and good faith efforts to procure funding for the activities for which Contamination Cleanup Grant Program funding and Tax Base Revitalization Account Grant Program funding is sought but was not able to find or secure from other sources funding that is necessary for cleanup completion and states that this representation is based on the following reasons and supporting facts:
· State reductions in Local Government Aid leave the City of Saint Paul with no general fund resources to invest in remediation activities, and
· The expiration of some tax increment districts and the depletion of various development accounts leave the Housing and Redevelopment Authority of the City of Saint Paul with no development resources to invest in these rem...
