Authorizing submission of a proposal to Bloomberg Philanthropies' Mayors Challenge and accepting from Minnesota Philanthropy Partners an amount not to exceed $5000 for grant-writing assistance

WHEREAS, Bloomberg Philanthropies created the Mayors Challenge to recognize creative problem solving happening in City Halls across the country; and
WHEREAS, Bloomberg Philanthropies is offering one $5 million prize and four $1 million prizes to cities seeking to solve major challenges and improve city life through improved customer service, enhanced accountabilities and greater efficiency; and
WHEREAS, Mayor Coleman requested that City departments develop and submit ideas for possible submission to the Challenge; and
WHEREAS, fourteen ideas were submitted and reviewed by an inter-departmental panel that ranked three ideas for consideration by the Mayor; and
WHEREAS, the Mayor selected the proposal from the Department of Safety and Inspections to transform their license/permit process into an interactive step-by-step on-line guide through which applicants will be supported with easy-to-follow questions and directions; and
WHEREAS, Minnesota Philanthropy Partners offered to provide up to $5,000 of grant-writing assistance to the City; now, therefore, be it
RESOLVED, that the Saint Paul City Council hereby authorizes submission of the "Turbo DSI License and Permit" idea to the Mayors Challenge in advance of the September 14, 2012 deadline; and be it finally
RESOLVED, that the City of Saint Paul gratefully accepts the assistance of the Minnesota Philanthropy Partners in preparing the proposal for submission.
