Title
Approving the use of assessment financing in accordance with City policy for installation of a fire protection system requested by Cinema Ballroom for 1560 St. Clair Avenue.  (File No. FP2011-01  Assmt. No. 117100).
Body
WHEREAS, the Council of the City of Saint Paul (Council) has received a petition from Eileen Arcilla and Eric Hudson for specially assessing the costs of a fire protection system for the building located at 1560 St. Clair Avenue; and
WHEREAS, the Council approved Res PH 11-964 on July 20, 2011 appropriating $74,510.00 in the 2011 budget for said project, the work was completed in 2012; and
WHEREAS, said petition meets the requirements of Chapter 429 of the Minnesota Statutes and the city policy on assessing costs for fire protection systems; and
WHEREAS, the Council has fully considered and reviewed the petition and policy; and
WHEREAS, The Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $62,840.95 in excess of those estimated in the 2012 budget; and
WHEREAS, The Mayor recommends that the additions included on the attached financial analysis be made to the 2012 budget
NOW, THEREFORE BE IT RESOLVED, that the Council does hereby authorize that the above described improvement be made, and the proper city officials are hereby directed to proceed with the improvement; and be it further
RESOLVED, that upon completion of said improvement, the proper city officials shall calculate all expenses incurred therein and shall report the same to the Council in accordance with Chapter 429 of the Minnesota Statutes and the fire protection system policy; and be it finally
RESOLVED, that the City Council approves these changes to the 2012 budget.
