Title
Authorizing the Department of Parks and Recreation to apply for, and, if awarded, enter into an agreement to the State of Minnesota Department of Employment and Economic through their Business Development Capital Project Grant Program, for funding for the Lowertown Regional Ballpark Project.

Body
WHEREAS, the Department of Employment and Economic Development of the State of Minnesota has a Minnesota Business Development Capital Project Grant Program and is requesting applications for general obligation bond grant funding for capital projects; and

WHEREAS, the City of Saint Paul wishes to submit an application for funding in the amount of twenty-seven million dollars ($27,000,000.00) to be used for construction of a regional ballpark in Lowertown, Saint Paul; and

WHEREAS, amounts granted under the program must be matched with at least an equal amount of cash contributions from non-state sources; and

WHEREAS, a city council resolution certifying that project funds are available and committed to complete the project must accompany the application for grant funds; now, therefore, be it

RESOLVED, that the City of Saint Paul, Department of Parks and Recreation act as the legal sponsor for the Lowertown Regional Ballpark Project in the Business Development Capital Project Grant Program application and the Director of the Department of Parks and Recreation and the Director of the Office of Financial Services are hereby authorized to apply to the Department of Employment and Economic Development for funding of this project on behalf of the City of Saint Paul; and be it

FURTHER RESOLVED, that the City of Saint Paul, Department of Parks and Recreation has the legal authority to apply for financial assistance and the institutional, managerial and financial capability to ensure adequate construction, operation, maintenance and replacement of the proposed project for its useful life; and be it
