Purpose of Appeal
1) moving on May 31, 2012
2) ex-partner is on disability, claims can not do anything.  Doesn't ask Ramsey County for Help
3) was not told anything was wrong day at first inspection
4) was not allowed time to correct situation
5) when apartment was to be inspected, had no time to clean.  Ex-partner flipped car, working with Ramsey County to get committed
6) 14 years of clean inspection.  Oct 2011 landlord inspected property, no problem
7) lost job in December.  Have to be caregiver to ex-partner
8) over ten years, visited by Police and Fire Departments because of Eddie's health.  Property owner complaints.

WHEREAS, in the matter of Appeal of James Reinitz (tenant) to a Fire Certificate of Occupancy Revocation/Condmenation and Order to Vacate at 885 GRAND AVENUE #2; the Legislative Hearing Officer has reviewed the appeal and considered the testimony of City staff and the appellant; and
 
WHEREAS, the Legislative Hearing Officer recommends that the City Council deny the appeal and grant an extension to June 1, 2012 to vacate the property, on the conditions that 1) clear paths be established to egress windows and doors; 2) all candles and other incendiary devices be removed; 3) the unit needs to have all sanitation issues resolved; and 4) the volume of storage must be reduced y half; Now, Therefore, Be It
 
RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
