Amending the financing and spending plans in the Department of Parks and Recreation in the amount of $130,225 to fulfill 2012 obligations as a part of multiple existing agreements within Environmental Permits and Planning.
 
Body
WHEREAS, the Department of Parks and Recreation is seeking spending authority in 2012 to fulfill agreements entered into with cooperating agencies; and
 
WHEREAS, the Department of Parks and Recreation entered into a $125,000 grant agreement with the Minnesota Department of Natural Resources Conservation Partners Legacy grant program in 2010 to enhance oak woodland along Mississippi River Blvd, Hidden Falls and Crosby Regional Parks; and
 
WHEREAS, a grant balance of $44,300 remains available through June 30, 2012, of which, Parks and Recreation anticipates spending the remaining balance in 2012; and
 
WHEREAS, the Department of Parks and Recreation entered into a $24,000 grant agreement with the Minnesota Department of Natural Resources Conservation Partners Legacy grant program in 2011 to enhance oak woodland and prairie habitats at the Highwood Nature Preserve; and
 
WHEREAS, a grant balance of $24,000 remains available through June 30, 2014, of which, Parks and Recreation anticipates spending the remaining balance in 2012; and
 
WHEREAS, Parks and Recreation accepted a $38,625 grant from the State of Minnesota Community Forest Bonding grant program for the Ward 4 canopy diversification program; and
 
WHEREAS, a grant balance of $22,325 remains available through June 30, 2012, of which, Parks and Recreation anticipates spending the remaining balance in 2012; and
 
WHEREAS, The City of Saint Paul received a $25,000 grant from the U.S. Fish and Wildlife Service in 2011 to help the City conserve birds that live and nest in or overwinter or migrate through Saint Paul as a part of the Service's Urban Bird Treaty Program (UBT); and
 
WHEREAS, a grant balance of $25,000 remains available through October 1, 2013, of which, Parks and Recreation anticipates spending the remaining balance in 2012; and
 
WHEREAS, Parks and Recreation received $14,600 in cooperative cost-share funding from the Ramsey Conservation District (RCD) in 2012; and
 
WHEREAS, the total balance of these cost share funds will be spent in 2012 on erosion and sediment control and shoreline restoration projects at Lake Como; and
 
WHEREAS, the Mayor, in accordance with Section 10.07.1 of the City Charter, certifies that there are revenues available for appropriation totaling $130,225 in excess of the revenue estimated in the 2012 budget; and
 
THEREFORE, BE IT RESOLVED, that designated Parks and Recreation staff be given permission to authorize spending authority of $130,225, and that the Council of the City of Saint Paul approves these amendments to the 2012 budget.
