RESOLVED, that upon execution and delivery of a release in full to the City of Saint Paul, the proper City officials are hereby authorized and directed to pay out of the Tort Liability Fund 09070-0511-000 to Deshun Carter and his attorney, J. Ashwin Madia, Madia Law LLC, the total sum of Eighty-Six Thousand, Five Hundred Dollars and no cents ($86,500) in full and final settlement in civil court file no. 10-cv-3081 (DSD/SER) for damages and attorney's fees arising from the incident occurring on September 26, 2009.
